Winds gusting as high as 60 mph will continue to produce ground blizzard conditions this afternoon. Expect the conditions to improve through the afternoon as the winds gradually decrease and temperatures warm. * WHERE...Portions of northwest and west central Kansas and southwest Nebraska. * WHEN...Until 7 PM CDT /6 PM MDT/ this evening. * IMPACTS...The strong winds and weight of snow on tree limbs may down power lines and could cause sporadic power outages. Whiteout conditions are expected and will make travel treacherous and potentially life-threatening. Visibilities will drop below 1/4 mile due to falling and blowing snow.
