THURSDAY...

* WHAT...Dangerously cold wind chills as low as zero expected.

* WHERE...In New Mexico, Eddy County Plains. In Texas, Chinati 
  Mountains, Davis Mountains, and Marfa Plateau.

* WHEN...Until 11 AM MST /noon CST/ Thursday.

* IMPACTS...An extended period of freezing temperatures could cause 
  ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Remain indoors if possible. Cover all exposed skin and limit time 
outside if you must go out. Dress in layers including a hat, face 
mask, and gloves.

Cover outdoor faucets. To prevent water pipes from freezing wrap or 
drain or allow them to drip slowly.

Bring pets indoors, or ensure that they have warm, dry shelter.

Never leave unattended children inside a cold vehicle.

THURSDAY...

* WHAT...Dangerously cold wind chills as low as 5 below, as well as 
  10 below in higher terrain.

* WHERE...Portions of southeast New Mexico and southwest and western 
  Texas.

* WHEN...Until 11 AM MST /noon CST/ Thursday.

* IMPACTS...The cold wind chills could result in hypothermia if 
  precautions are not taken. Frostbite and hypothermia will occur if 
  unprotected skin is exposed to these temperatures. An extended 
  period of freezing temperatures could cause ruptured water pipes.
