...EXTREME COLD WARNING IN EFFECT FROM 9 PM TUESDAY TO NOON CST 
THURSDAY...

* WHAT...Dangerously cold wind chills as low as zero to 5 below 
  expected during the overnight and early morning hours.

* WHERE...A portion of western Texas.

* WHEN...From 9 PM Tuesday to noon CST Thursday.

* IMPACTS...The cold wind chills as low as 5 below zero could result 
  in hypothermia if precautions are not taken. Frostbite and 
  hypothermia will occur if unprotected skin is exposed to these 
  temperatures. An extended period of freezing temperatures could 
  cause ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Remain indoors if possible. Cover all exposed skin and limit time 
outside if you must go out. Dress in layers including a hat, face 
mask, and gloves.

Cover outdoor faucets. To prevent water pipes from freezing wrap or 
drain or allow them to drip slowly.

Never leave unattended children inside a cold vehicle.
