* WHAT...Dangerously cold temperatures as low as 30 below expected 
  with wind chills as low as 45 below.

* WHERE...Southwest Phillips and Petroleum counties.

* WHEN...From 6 PM this evening to 11 AM MST Wednesday.

* IMPACTS...Frostbite and hypothermia will occur in as little as 10 
  minutes if unprotected skin is exposed to these temperatures. An 
  extended period of extreme temperatures could cause ruptured water 
  pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must 
go outside.

To prevent water pipes from freezing; wrap or drain or allow them to 
drip slowly.

Make sure outdoor animals have a warm, dry shelter, food, and 
unfrozen water.
