  Sussex, Virginia Beach and York.

* WHEN...Through late tonight.

* IMPACTS...Excessive runoff may result in flooding of rivers, 
  creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
  - 1-2 inches of rain is expected through tonight with localized
    areas up to 4 inches. Areas that receive higher totals may
    experience flash flooding. Urban, low-lying, and poor
    drainage areas are the most likely areas to see flash
    flooding.
