rain across the warned area. Radar indicates that between two and 
four inches of rain have fallen. Flash flooding is ongoing or 
expected to begin shortly. Heavy rain is starting to exit the warned 
area to the south, but runoff from the heavy rain that has already 
fallen will continue prompt flash flooding.

  the Smith River are rising rapidly with the stage at the USGS 
  Bassett gage at a stage of 12.5 feet, the highest since 1987. 
  Numerous small tributaries in Henry County are also flooding at

At 1004 PM EDT, emergency management reported evacuations in the 
Bassett area of Henry County with several homes flooded and what is 
now believed to be historic flooding developing. 

THIS IS A FLASH FLOOD EMERGENCY FOR HENRY COUNTY. THIS IS A 
PARTICULARLY DANGEROUS SITUATION.

HAZARD...Life threatening flash flooding mainly along the Smith 
         River.

SOURCE...Emergency management.

IMPACT...This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER 
         GROUND NOW! Life threatening flash flooding of low water 
         crossings, small creeks and streams, urban areas, highways, 
         streets and underpasses.

Flood waters are moving down the Smith River and the river may not 
crest for several more hours. Broadcast media showed water over the 
top of at least one bridge across the Smith River in the Bassett 
area. The Smith River USGS gage at Bassett has reported a stage of 
12.5 feet for the past two hours and may be malfunctioning. Henry 
County has declared a state of emergency as well due to the flooding.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

At 1143 PM EDT, emergency management reported that stages on the 
upper Smith River appear to be receding and this is confirmed by the 
Smith River at Bassett gage with has dropped from 12.5 to 11.4 feet 
at 1115 PM. Stages continue to rise on the Smith River further down 
the basin. The Smith River at Martinsville gage has risen to 12.1 
feet at 1145 PM, above the Flood stage of 12 feet.

3 to 5 inches inches of rain have fallen. Flash flooding is already 
occurring with several roads closed a number of evacuations 
conducted.

THIS IS A FLASH FLOOD EMERGENCY FOR HENRY COUNTY. This is a 
PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

At 309 AM EDT, county officials report that water levels continue to 
gradually recede across the county, although several roads remain 
flooded and closed. There are also issues continuing at Philpott Dam 
with respect to water release capability as a result of a power 
outage. In addition, flooding is being observed along the Smith 
River from Martinsville southward to Eden North Carolina.

THIS REMAINS A FLASH FLOOD EMERGENCY FOR A FEW MORE HOURS FOR HENRY 
COUNTY, INCLUDING THE CITY OF MARTINSVILLE. This is a PARTICULARLY 
DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

OF MARTINSVILLE HAS BEEN CANCELLED.

The heavy rain ended several hours ago and flood waters have receded 
in most areas, thus conditions are no longer at an emergency level.
Note, that an Areal Flood Warning will remain in effect until at 
least 8 AM this morning, and may be extended to account for 
continued minor flooding in low-lying and normally flood prone areas 
and along some of the smaller creeks and streams.

Residents should remain away from flooded areas as well as all 
rivers, creeks, and streams in the region that remain well above 
normal levels with swift currents.

CITY OF MARTINSVILLE...

At 1004 PM EDT, emergency management reported evacuations in the 
Bassett area of Henry County with several homes flooded and what is 
now believed to be historic flooding developing. 

THIS IS A FLASH FLOOD EMERGENCY FOR HENRY COUNTY. THIS IS A 
PARTICULARLY DANGEROUS SITUATION.

HAZARD...Life threatening flash flooding mainly along the Smith 
         River.

SOURCE...Emergency management.

IMPACT...This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER 
         GROUND NOW! Life threatening flash flooding of low water 
         crossings, small creeks and streams, urban areas, highways, 
         streets and underpasses.

Flood waters are moving down the Smith River and the river may not 
crest for several more hours. Broadcast media showed water over the 
top of at least one bridge across the Smith River in the Bassett 
area. The Smith River USGS gage at Bassett has reported a stage of 
12.5 feet for the past two hours and may be malfunctioning. Henry 
County has declared a state of emergency as well due to the flooding.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

including mudslides or flooded roads, to the National Weather Service

At 1143 PM EDT, emergency management reported that stages on the 
upper Smith River appear to be receding and this is confirmed by the 
Smith River at Bassett gage with has dropped from 12.5 to 11.4 feet 
at 1115 PM. Stages continue to rise on the Smith River further down 
the basin. The Smith River at Martinsville gage has risen to 12.1 
feet at 1145 PM, above the Flood stage of 12 feet.

3 to 5 inches inches of rain have fallen. Flash flooding is already 
occurring with several roads closed a number of evacuations 
conducted.

THIS IS A FLASH FLOOD EMERGENCY FOR HENRY COUNTY. This is a 
PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

At 309 AM EDT, county officials report that water levels continue to 
gradually recede across the county, although several roads remain 
flooded and closed. There are also issues continuing at Philpott Dam 
with respect to water release capability as a result of a power 
outage. In addition, flooding is being observed along the Smith 
River from Martinsville southward to Eden North Carolina.

THIS REMAINS A FLASH FLOOD EMERGENCY FOR A FEW MORE HOURS FOR HENRY 
COUNTY, INCLUDING THE CITY OF MARTINSVILLE. This is a PARTICULARLY 
DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

         a result of 6-8 inches of rain across the region late 
         Sunday evening.

...THE FLASH FLOOD WARNING AND THE FLASH FLOOD EMERGENCY FOR 
NORTHWESTERN HENRY...SOUTH CENTRAL FRANKLIN COUNTIES...AND THE CITY 
OF MARTINSVILLE HAS BEEN CANCELLED.

The heavy rain ended several hours ago and flood waters have receded 
in most areas, thus conditions are no longer at an emergency level.
Note, that an Areal Flood Warning will remain in effect until at 
least 8 AM this morning, and may be extended to account for 
continued minor flooding in low-lying and normally flood prone areas 
and along some of the smaller creeks and streams.

Residents should remain away from flooded areas as well as all 
rivers, creeks, and streams in the region that remain well above 
normal levels with swift currents.
