THURSDAY...

* WHAT...Dangerously cold wind chills as low as 5 below.

* WHERE...In New Mexico, Guadalupe Mountains of Eddy County. In 
  Texas, Central Brewster, Eastern Culberson, and Lower Brewster 
  County Counties, and Chisos Basin, Davis Mountains Foothills, and 
  Van Horn and Highway 54 Corridor.

* WHEN...Until 11 AM MST /noon CST/ Thursday.

* IMPACTS...The cold wind chills as low as 5 below zero could result 
  in hypothermia if precautions are not taken. Frostbite and 
  hypothermia will occur if unprotected skin is exposed to these 
  temperatures. An extended period of freezing temperatures could 
  cause ruptured water pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Remain indoors if possible. Cover all exposed skin and limit time 
outside if you must go out. Dress in layers including a hat, face 
mask, and gloves.

Cover outdoor faucets. To prevent water pipes from freezing wrap or 
drain or allow them to drip slowly.

Never leave unattended children inside a cold vehicle.
