* WHAT...Very cold wind chills between 15 to 20 degrees below 
  expected.

* WHERE...Portions of central and northeast Missouri.

* WHEN...From 9 PM this evening to noon CST Thursday.

* IMPACTS...The dangerously cold wind chills between 15 and 20 below 
  zero could cause frostbite on exposed skin in as little as 30 
  minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Use caution while traveling outside. Wear appropriate clothing, a 
hat, and gloves.
