* WHAT...Dangerously cold wind chills as low as 45 below expected.

* WHERE...Carter, Custer, and Fallon.

* WHEN...Until noon MST Wednesday.

* IMPACTS...The dangerously cold wind chills could cause frostbite 
  on exposed skin in as little as 10 minutes.

* ADDITIONAL DETAILS...Temperatures will begin to moderate on 
  Thursday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
