* WHAT...Very cold wind chills as low as 5 to 13 below zero expected.

* WHERE...Portions of southern Illinois, southwest Indiana, western 
  Kentucky, and southeast Missouri.

* WHEN...From midnight CST /1 AM EST/ Wednesday Night to 10 AM CST 
  /11 AM EST/ Thursday.

* IMPACTS...The cold wind chills as low as 5 to 13 below zero could
