...FLOOD WATCH IS CANCELLED...

The Flood Watch is cancelled for portions of Iowa, including the 
following areas, Des Moines, Henry IA, Jefferson, Lee, Louisa, 
Muscatine, Van Buren and Washington and northeast Missouri, 
including the following areas, Clark and Scotland.

The rain has diminished leading to a lower threat for areal 
flooding. Therefore, the Flood Watch is being cancelled. Ponding of 
water in low-lying locations is still possible through the day as 
the rain that fell continues to run off over the frozen ground.

...FLOOD WATCH REMAINS IN EFFECT UNTIL 3 PM CST THIS AFTERNOON...

* WHAT...Flooding caused by excessive runoff from widespread 
  rainfall continues to be possible.

* WHERE...Portions of Illinois, including the following areas, 
  Bureau, Henderson, Henry IL, Mercer, Putnam, Rock Island, Warren 
  and Whiteside and east central Iowa, including the following area, 
  Scott.

* WHEN...Until 3 PM CST this afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers, 
  creeks, streams, and other low-lying and flood-prone locations. 
  Creeks and streams may rise out of their banks. Flooding may occur 
  in poor drainage and urban areas.

* ADDITIONAL DETAILS...
  - Light rain will gradually diminish early this afternoon. An
    axis of 1 to 2 inches of rainfall is expected within portions
    of the watch area. This amount of rain falling on frozen
    soils and on any creeks and streams with ice cover will
    increase the risk for significant runoff and flooding.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

You should monitor later forecasts and be alert for possible Flood 
Warnings. Those living in areas prone to flooding should be prepared 
to take action should flooding develop.
