Why are the stations where they are?

[USGS/DCP] River gages need to be along bodies of water! The siting of the tipping bucket and temperature sensors are not often considered.
[DOT RWIS] Roadway gages need to be along roads! Meteorological siting is considered, but not the dominate factor.
[SchoolNets] Need to be located in areas away from errand kick-balls and close to a computer. So they are on roofs!
