  Oregon and North Central Oregon. In Washington, Simcoe Highlands.

* WHEN...From 1 PM this afternoon to 4 PM PST Tuesday.

* IMPACTS...Damaging winds will blow down trees and power lines. 
  Widespread power outages are expected. Travel will be difficult,
