* WHAT...Very cold wind chills as low as 8 below expected.

* WHERE...The South Plains, Rolling Plains and the far southern 
  Texas Panhandle.

* WHEN...From 9 PM this evening to 9 AM CST Friday.

* IMPACTS...Frostbite and hypothermia will occur if unprotected skin 
  is exposed to these temperatures.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
